However, Holder is filing a "disparate impact" lawsuit against the Ferguson police department for arresting too many blacks.

Holder et al. pumped up Ferguson in order to get out the Dem vote in the 2014 midterms. It backfired. The same tactic did work to reelect 0bama in 2012 with Trayvon incitement. Watch for it next time (everytime) there's an election: a loser cause is trumped-up to get the vote out.
